What is an effective way to teach a dog to walk to heel?

I don't expect the process to be quick or easy. I want to train the dog this for safety etc. Any advice apprecriated!

Cut up some hot dogs in tiny pieces. Stand with he dog on the leash and feed a treat anytime the dog makes the leash slack.

Once the leash is slack, place all the treats on your left hand and you dog on the left side, the leash will go in your right hand. Give the dog 4-5ft. of leash. Say "heel" and begin walking forward, allowing the dog to follow the food in your left hand. Give your dog a treat every 1- 2 steps at first to keep it next to you. As your dog gets the hang of it, slow down the rate of feeding. Make sure you praise the dog as well.

If the dog begins to pull, stop walking and lure the dog back to your side to start again. If the dog is pulling a lot that means you are making things too hard at first by either working in an area with too many distractions or by not offering enough rewards for good behavior.
