Old Cats and new puppy introduction. Help Needed?

We have two 15 year old cats and would like to get a small puppy this weekend. The puppy is part Shih tzu and part mini Dachshund. I think they will be fine after a while but my mom lives at my house and she thinks the cats will hurt the puppy. If I crate train the dog and also use a play pen so the dog does not have the run of the house and the cats can go upstairs where the dog cannot, do you think that will be enough to avoid the problems? Thank you all for your help!!
