My dog wont walk on the leash/ lead?

My sister really does not walk her dog. Her cocker spaniel is now 2 years old and wont walk on the lead/ leash? I have been taking her out like she is my dog every day and she wont walk. You have to drag her outside and then she just sits there or tries to go inside. She wont eat the treats i offer her outside - but she will eat them inside. So i cant offer her treats and i am not dragging her up the street. How should i get her to walk on the leash/ lead when she wont eat the treats??. And i cant walk her off leash/lead because she is kind of aggressive.

Put the leash on inside the house and let her drag it around, supervised, so she gets used to the idea of a leash. After awhile, pick up the leash inside the house and walk a few steps, and praise her. When she gets used to that, take her into the yard with the leash and if she behaves, praise her.

Consider a walk a gradual process. For now just get her used to the leash and having someone hang onto it for a few steps.

Electronic dog collars also have their place in accomplishing training goals. There are two goals, one to control excessive barking, and one for roaming or with radio fencing. No matter how well you have socialized your dog some dogs just refuse to be good neighbors, barking continuously while in the yard.
