House Training Older Dogs In an Apartment?

I have 2 dogs, one is 2 years old - SHih Tzu, the other is a 7 month old Cavalier King Charles.

The Shih Tzu used to be house trained as we used puppy mats. Since we got the Cavalier they have both been going on the floor inside.

We have a pet loo outside (specialist made box with fake grass) and this is where I have tried to train them to go. We at fist did it inside and slowly the were going on it but more on the floor then on the loo. We then moved it outside as we hated it being inside. I ahve tried everything possible to get them to go on it. Catching them in the act and moving them to the loo and rewarding them when they eliminate on the loo, I am now scolding them for going inside as I am at my wits end.

Can anyone please help?

I cannot crate them as I feel they are too old and it will only stress them, also I feel puppy mats only train them to go inside.

crate training them will not stress them out, why cant you take them down stairs and outside to pee in real grass? its not like that takes forever. the 7 month would be more trouble than the 2 yr old one (ie having to go more often bc he cannot hold it) - if you are gone during the day and want them to use your "loo" - you really should crate train them to hold it in until you have a lunch break or get home from work and take them outside immediately.

If you have provided a box for him to use you can gradually move it towards the back door. Eventually you will be able to put the box outside and the dog will whine at the door to get out whenever he wants to go to the toilet.  

The fastest way to house train your dog is with the use of a citronella collar. Most people have heard of the type with a built in microphone that releases a harmless citronella spray directed to the dog's snout whenever the dog barks.
