How can I change the registration of a dog without the previous owner?
3 weeks ago as I walked by a pet store chain a woman was outside the store giving away her 3 yr old toy poodle because she could not afford to take care of her. My family decided to take the dog home. The woman gave us her registration papers and her vaccination record. At the time the lady was crying and stated she did not want to exchange contact info because it would be too painful. Now I realize I needed her signature to change the registration. Is there any way to change the information without the previous owner?
Well, her name and address is on the registration certificate. You *could* try mailing it to her with a note and hopefully she signs it and mails it back to you. That's the only thing I can think of.
